Before the three-layer force, every combat loss was significant. A $140M F-35 destroyed is an irreplaceable asset. The pyramid inverts this: Layer 1 drones at $5K each are designed to be lost. 5,600 drones cost the same as one CCA. 28,000 drones cost the same as one F-35. How Layers Interact

Layer 1 Protects Layer 2

Expendable drones absorb enemy air defenses, saturate counter-UAS systems, and create confusion before attritable CCAs enter the engagement zone. The cost of clearing a path with 100 FPV drones ($500K) is less than the fuel for a single CCA sortie.

Layer 2 Extends Layer 3

CCAs extend the sensor coverage and weapons reach of manned aircraft without risking pilots. At 2-4:1 CCA-to-manned ratios, each F-35 flight leads a formation of 2-4 autonomous wingmen, multiplying combat power while keeping the human in command.

Layer 3 Commands All

Manned platforms serve as JADC2 nodes, providing human judgment for engagement decisions, dynamic retasking, and escalation management. Agent Network (PSP-2) provides AI decision support at this layer, compressing the OODA loop while maintaining human authority.

The Production Imperative

The three-layer pyramid only works if production can sustain attrition. Layer 1 requires 300K-500K drones per year at full scale — a manufacturing challenge closer to munitions than aircraft. Layer 2 requires 200 CCAs per year across dual-source contractors. The industrial base must simultaneously deliver both, while maintaining Layer 3 manned platform production. Swarm Forge (PSP-1) and Open Arsenal (PSP-4) are the PSP enablers for this production challenge. The binding constraint is not technology but manufacturing capacity: can the US build the pyramid faster than adversaries can field counter-measures?
